Strategic Objectives
As part of Portugal 2030, which embodies the Partnership Agreement established between Portugal and the European Commission for the implementation of cohesion policy funds (ERDF and ESF+) for the 2021-2027 programming period, the Innovation and Digital Transition Programme (COMPETE 2030) has a budget allocation of 3.9 billion euros to pursue the following strategic objectives:
Strategic Objective 1 | A More Competitive Portugal
Supporting investment in research and innovation, digitalisation, the competitiveness and internationalisation of companies, skills for smart specialisation and industrial transition.
Overall amount: 2567 M€
Strategic Objective 2 | A Greener Portugal
Pursuing the challenges of climate transition, supporting innovation through the decarbonisation of companies and energy efficiency and focusing on strengthening renewable energies.
Overall amount: 815 M€
Strategic Objective 4 | A More Social Portugal
Supporting the improvement of skills and qualifications in the business sphere, in order to promote the adaptation of workers and companies to change, in line with the priorities established in the European Pillar of Social Rights.
Overall amount: 400M€
Territorial Framework
COMPETE 2030 is aimed at the least developed regions of the continent (NUT II North, Centre and Alentejo).
Structure and Incentive Systems
In order to achieve its strategic objectives, COMPETE 2030 is structured into 3 priorities, under which specific objectives established in the regulatory framework of European funds are mobilised, and which are implemented through Support Systems and Business Incentive Systems:
- Under specific objective 1.1 – Developing and strengthening research and innovation capacities and the adoption of advanced technologies (ERDF)
- In specific objective 1.2 – Harnessing the benefits of digitalisation for businesses (ERDF) and, across the board, in specific objectives 1.1, 1.3 and 2.1
- Specific objective 1.3 – Strengthening sustainable growth and competitiveness of SMEs as well as job creation in SMEs, including through productive investments (ERDF)
- Under specific objectives 2.1 – Promote energy efficiency and reduce greenhouse gas emissions (ERDF) and 2.2. Promote renewable energies
- In specific objective 4.d – Promote the adaptation of workers, businesses and entrepreneurs to change (ESF+)
COMPETE 2030 also includes a priority dedicated to the Programme’s Technical Assistance.
