Strategic Environmental Assessment

The Strategic Environmental Assessment (SEA) of the Innovation and Digital Transition Programme – COMPETE 2030 – stems from a requirement of Regulation (EU) 2021/1060 of the European Parliament and of the Council of 24 June 2021, which lays down common provisions on the implementation of cohesion policy funds for 2021-2027 and ensures that the environmental and sustainability dimensions have been scrutinised by the public and entities with responsibilities in specific environmental matters.

The Strategic Environmental Assessment (SEA) comprises three documents, organised as follows:

This document corresponds to the Public Consultation Report and includes the evaluation and assessment of the results of the Public Consultation and of the Entities with Specific Environmental Responsibility (ERAE) to the Preliminary Environmental Report of the Innovation and Digital Transition Programme (IDTP). The SEA began in February 2022, and the scope and reach of the SEA was the subject of institutional consultation under the terms of Article 5(3) of Decree-Law 232/2007 of 15 June.

In accordance with Article 7 of Decree-Law 232/2007, of 15 June, the IDTP and the respective SEA were subject to public consultation, which began on 4 August 2022.

The documents made available as part of the public consultation included the IDTP proposal, the preliminary Environmental Report (ER) and the respective Non-Technical Summary (NTS).

This report presents the results of the public consultation and the consultation of the entities with specific environmental responsibility (ESER).
